Product Testing and NOM Compliance
in Mexico
Importing and Selling Electronic Products in Mexico?
The type of testing and NOM certifications required will vary depending on the functionality of the electronic product and its technical specifications: whether the product has WIFI capability, bluetooth capability, sleepmode, has batteries, connects into an outlet, has a lens or dozens of other functions will determine which NOM applies and what testing is required.

Do I need to incorporate a local entity to
register my electronic products?
A local entity such as a limited liability company or corporation (Sociedad de Responsabilidad Limitada or Sociedad Anonima, respectively) in Mexico must process and hold the local electronic conformity certificates necessary for sale and importation. So, in most cases, you will need to incorporate a local entity, unless you have a local distributor in Mexico, who can process the above registrations on your behalf. However, any conformity certificates would be issued under the distributor’s name.
What does the Mexican NOM compliance process for electronic product registration involve?
Two to three samples of the products will need to be shipped physically to our accredited laboratory in Mexico. Spanish language and Mexico compliant user manuals and packaging will be prepared. Testing will then begin on the products. MexInc handles the shipping, importation, and delivery of the product samples. Additional MexInc provides assistance with translations and preparation of the Mexico compliant labels and user manuals.
As long as the products are technically similar, the products can be combined by model number, sub-model number, color and size, in most cases. Once the testing has been completed, the laboratory issues conformity certificates and the electronic products can be legally imported into Mexico. The process is not very difficult overall. Usually compliance certificates and laboratory testing are completed within two to four weeks.
How easy is it to import electronic products into Mexico?
MexInc makes it easy. If you already have a Mexican entity, the process is quick. Much of the time involved is spent in the initial review stage rather than the laboratory certification state.
Is it necessary to modify product packaging for compliance with Mexican NOM regulations?
No, not in most cases. Instead a Mexican compliant label and sticker can be placed on each unit, rather than investing in modifying each product’s packaging. Nonetheless, once the laboratory has approved the Mexican NOM compliant labels, product packaging can be redesigned.
