What does Customs Clearance in Mexico Involve?

The main steps in customs brokerage involve the following:

Delivery of products to the port of entry, which will most likely be Manzanillo, Nuevo Laredo, Veracruz or an interior port of entry such as an airport.

Preparation of your packing list, customs invoice. This is the responsibility of the exporter.

The customs broker will classify the products according to the corresponding tariff code. You should be prepared to present safety data sheets, technical data sheets, user manuals or other information to assist with this classification.

The broker will prepare a proforma customs clearance fiscal invoice called a pedimento de importación outlining all applicable regulations, taxes, duties and essential information for electronic submission to the Mexican customs authorities.

The broker will request payment of customs costs, service payments and duties, which will need to be deposited directly to the customs broker’s local bank account.

Involves forming a simple, straightforward legal entity such as an LLC in Mexico, permitting your company to act as the importer of record and register for Padron de Importadores.

Use a third-party Importer of Record

If you will be engaging in continuous or frequent importation activities, you will want to obtain a Mexican RFC ID.

This means products are delivered to customs FOB, and the distributor or local party takes legal custody of the shipment and imports your products under their importer of record.
